Question 1: After completing this week’s reading assignments, in the course content there is a copy of the Strategic Plan for the Las Vegas Metropolitan Police Department that we will use for this exercise. Once you have reviewed it go to the document entitled LV Strategy Questions and answer those questions. Question 3: In a 1974 Task Force Report Police, one of the recommendations was that by 1982, all police officers would be required to have a minimum of 4 years of a college education as an entry requirement. Since then, more and more police departments have made college education mandatory for hiring. You are chief of a small (35 sworn) police department (12,000 residents). Currently, there are 3 vacancies. The newly elected city council wants college (4 years) education mandatory hiring criteria. You have been resisting, however, you have been called before the council meeting to present why you have not submitted a revised recruitment and hiring plan that includes the educational requirement. You are aware that many police departments require a college education to varying degrees. Some require a certain number of completed hours, while others require a degree. Still, there are some departments that still require only a high school diploma, which is the requirement for your department. One of the stumbling blocks is that your jurisdiction has a residency requirement. Practically all of your personnel were raised in the jurisdiction. Only two moved in after being selected. This has always been the case, a small town department with a small town mentally, where everyone knows everyone else. One of the problems is the educational level of the residents who form the pool of applicants who meet the age requirement of twenty-one years. Less than high school………….……..15% High school diploma……….….…….70% Some college…………………….….. 5% College graduate……………………. 9% Advanced degree…………………… 1% You grew up in this town, were fortunate to have received a full scholarship to college, but returned after graduation and joined the police department. You would like nothing better to have a more educated police department; however, the demographics are working against you. The other issue that tends to confound you is the belief that college-educated people make better police officers. As you look at some of the more highly educated police departments around the country, e.g. Los Angeles Police Department, you find that they have excessive force issues, have been or are currently under Justice Department “Consent Decrees” and spend millions of taxpayer dollars in litigation. You are not convinced there is a correlation between college education and better policing. The meeting is fast approaching and you have to prepare your remarks. Which way will you go, for or against the college requirement and how will you justify your position? Review this week’s readings and listen to the interview with Chief Doyle in the course content. In your response include why or why not Chief Doyle’s perspective would impact your answer.

1. On page 304 of your text, question #1 under “You Are the Correctional Administrator” outlines a very real problem that surfaces when a classification system is researched, developed, and then not reviewed on a regular basis. When there is overcrowding at any specific security level it can be the result of several issues and given the litigious history of population density (overcrowding) it is an issue that requires an intelligent analysis and administrative response. Before budgets are ever submitted, population density plans are related to an overall long term housing plan since a bulk of the budget is based on a per inmate basis. Obviously, high-security prisons are more costly per bed than any other level. Thus, you have a budgetary issue on your plate as well as a number of life/safety issues. If you have never worked in the field, you may have to do some additional reading elsewhere to get a feel for this question. This is why I am only having one question this week. 2. On page 304 of your text, question #2 under “You Are the Correctional Administrator” is another great example of a common classification problem management faces in the probation and parole arena. This question applies the same to really both legal status’. Please respond to this question and make sure that you include some references to the week’s additional reading as appropriate. The first question above applies to classification instruments in a prison facility, but as with a prison, increasing levels of security in parole and probation also involve greater budget allocations and increased staffing allocation. Both of these questions are very specific and real examples of situations that administrators face. Please respond to the question you select in detail. I do not expect a short 2-3 paragraph response for this week. You can always respond to other students if you want to, but it is not required this week.
